Meet the Professionals

Rob Andrews and Steve Brown are Equita’s regional business development directors for revenues - and two of the best-known names in local taxation enforcement and recovery. They are both on call to our clients whenever questions or doubts arise. Paul Sharpe (Sales & Marketing Director) and Barry Powell (Association Director), are also available to assist with any enquiries.

Rob Andrews, Business Development Director, Midlands, North and South

Rob's career began in 1976 when he joined Nottingham City Council. In 1983 he moved to Newark & Sherwood District Council as the Deputy Revenues Manager.  During this time, Rob became a technician member of the Institute of Revenues Rating and Valuation (IRRV).  After 22 years in local government, Rob joined MDIS; now known as Northgate SX3.  His role was involved in the implementation of software and the subsequent training of the end users.  Rob moved from MDIS in 2001 to Anite where he spent the last 6 years dealing with various aspects of their integrated Revenues and Benefits software product.

 

In September 2007 Rob joined Equita as their Business Development Director for the Northern regions of England.  With his wealth of knowledge and experience on both the public and private sector, Rob is well aware of the requirements and priorities to enable effective revenues administration, collection and enforcement.

 

In view of Rob’s experience in successfully developing Equita’s business in the North he was, in September 2010, given the responsibility for new business in the revenues market for the entire Country with the exception of Greater London.

Steve Brown, Business Development Director, London

Charged with increasing Equita’s client base in the road traffic sector for London and the South, former Company Sergeant Major Steve joined Equita from Colchester Borough Council in 2006.

 

 

As Parking Manager at the Council, Steve implemented Decriminalised Parking Enforcement in October 2004, experience which has provided him with frontline understanding of the issues facing parking professionals.  Steve is well versed and qualified in equality and diversity, health and safety and first aid, as well as parking adjudication.

 

 

Steve has held the post of Business Development Director for Parking in the South of England for the last 3 years and is very familiar with the expectations of authorities in the Capital. For that reason in September 2010 he was given the additional responsibility for developing Equita’s already significant revenues client base in London.  

 

 

Steve is a founding member of the Institute of Parking Professionals, Chairman of the Eastern BPA Regional Association and a member of the IRRV. In recognition of his status in the parking profession Steve was recently elected to the Council of the British Parking Association (www.britishparking.co.uk)

Paul Sharpe – Sales and Marketing Director
Paul joined John Crilley Ltd in 1985 after leaving university with a combined degree in English and History. Initially he was employed as the Company’s Bailiff Manager and became the Regional Manager for the southeast of England in 1991, where he had overall responsibility for contract management and new business development. 
 
During this period, Paul managed the collection of many hundreds of thousands of Community Charge Liability Orders, building the operation from the beginning to the largest regional operation in the company. In 1995, Paul also became responsible for developing the Company’s strategy for the collection of Penalty Charge Notices for the newly decriminalised parking areas.
 
In late 1995, Paul was appointed to the Board of Director’s with responsibility for regulating the Company’s operations in Birmingham, the implementation of a new computer system and the complete re-organisation of administrative support. 
 
Since the formation of Equita in 1999, Paul has been the company’s Sales and Marketing Director. Paul has overall responsibility for all new and prospective client accounts, with the objective of maintaining and developing relationships and ensuring there are effective communication channels at a variety of levels to enable Equita to deliver a high quality service.
 
Paul is a Certificated Bailiff and has been an active member of the Enforcement Services Association since 1989. Paul is the Post-President of the association and is also a founder member of the Institute of Parking Professionals.

Barry Powell - Associate Director

Barry joined Equita in 2003 and uses his knowledge and experience in all types of revenue management and collection to support both the Sales and Marketing and Operational teams. Primarily his role is related to customer liaison on which Equita place much importance.
 
Immediately prior to joining Equita Barry was Assistant Director of Finance at Birmingham City Council with responsibility for 800 staff working on the collection of business rates, council tax and sundry income. The provision of personnel services and management support for 1500 finance staff, the provision of payroll services for 25,000 city council staff, the provision of all corporate financial computer systems, the provision of computer desk top support for 1200 staff and the payment of all invoices for Birmingham City Council.
 
During a long career in Local Government, Barry was an advisor to the Local Government Association including being a representative at lLiaison meetings with the Valuation Office Agency and on various Government working parties concerned with revenue collection.
 
He worked on the “Medurbs project” which was funded by the European Union comparing revenue collection practices in certain European and African countries.
 
Barry is a past president of the West Midlands IRRV Association and a member of the Executive Committee. He has been a speaker both locally and nationally for the IRRV and is a mentor for IRRV students at Dudley college.
